JOB TITLE: Fire Department Captain PAY RATE: $70,000-$84,000 (Based on Experience)
DEPARTMENT: Fire Department
SUMMARY:
Under direction, serves as Company Officer responsible for planning, directing, coordinating, and supervising daily Fire Department operations. Oversees crew(s) during both non-emergency and emergency operations, including firefighting, emergency medical services, hazardous materials response, rescue, fire prevention and inspection, and fire investigation. Ensures all assigned activities are performed effectively, efficiently, and safely in accordance with guidelines and policies. Supervises assigned personnel in training, station upkeep, and equipment maintenance; actively participates in training programs. Operates and maintains fire apparatus and equipment as needed. Performs additional duties as assigned, which may include administrative tasks, public education, or interagency coordination.
DUTIES AND RESPONSIBILITIES:
· Plans and executes the work assignments of fire department personnel.
· Performs the activities required in fire prevention, suppression, emergency medical care, rescue, and hazardous material response.
· Responds to fire alarms as a Company Officer and, as such, is responsible for the supervision, performance, and safety of Firefighting personnel on the scene of emergency incidents.
· May serve in the capacity of Safety Officer to ensure the safety of all emergency personnel operating at the incident.
· Identifies and preserves evidence at the fire scene. Communicates and coordinates activities with other agencies as required.
· Effectively communicates matters of importance to supervisors in a timely manner.
· Assists administration in planning and directing the operation and administration details of the Department including coordinating the Department Training Program, the promulgation of Fire Department policies and standard operational guidelines, recruitment and hiring, negotiations, the preparation, revision and monitoring of the training budget; and the maintenance of adequate records of Fire Department activities.
· Directs and oversees the operation of all fire department equipment and drives and operates all vehicles and apparatus of the department.
· Coaches, counsels, mentors, trains, and advises employees in the department for professional and career development.
· Oversees and performs a variety of routine, daily and weekly duties such maintenance, daily checkout, repairs, cleaning and upkeep of all assigned fire apparatus, mounted equipment, and fire station; maintains all relevant records and reports necessary for monitoring the upkeep of the equipment.
· Ensures maintenance of all apparatus, equipment and departmental properties on assigned shift; ensures the safety of employees assigned to the company, proper operation of fire apparatus and equipment.
· Oversees the performance of general maintenance work for the upkeep of buildings, property, apparatus and equipment.
· Maintains records, reports, and shift log; makes station and equipment assignments for assigned personnel and ensures that station and equipment maintenance is performed.
· May perform the essential functions of the Deputy Chief during an absence of a Deputy Chief.
· Assists crew in providing emergency medical assistance.
· Maintains a database of community streets, fire hydrant locations and pre-plans utilizing current software systems.
· Responsible for creation and maintenance of Pre-Plan records for community entities utilizing department software.
· Participates with the Fire Marshal in fire safety inspections of public / private buildings and completes paperwork verifying that said domains are in accordance with all ordinances and codes.
· Performs and maintains recordkeeping related to emergency and non-emergency incidents for all personnel, as assigned.
· May be assigned coordination of work over assigned areas such as department technology coordination, training, community education, etc.
· Assesses need for, conducts and participates in classes, field training and drills pertaining to all areas of service.
· Directs, and participates in, general housekeeping activities of stations.
· Conducts crew meetings to relay information and gain feedback from department members.
· Participates in community safety services as required.
· Encourages and makes recommendations for efficiencies, processes, etc. which will deliver either quality or cost savings within the department and across the City.
· Other duties as assigned.
MINIMUM JOB QUALIFICATIONS:
· Firefighter II level or higher plus five (5) years service with any paid Fire Department.
· Three (3) years of experience in fire code inspections and enforcement.
· New Mexico Emergency Medical Technician Basic Certification. Emergency Medical Technician Intermediate is preferred.
EMPLOYMENT REQUIREMENTS:
· Must possess and maintain an insurable New Mexico Driver’s License.
· Must possess a valid New Mexico Class E or CDL Driver’s License.
· Must obtain and maintain EMT-Intermediate license in the State of New Mexico within 1 year if you don’t currently hold licensure.
· Must be EVO certified.
· Must have IS 100, 200, 700 and 800 certifications of completion.
· Must have IFSAC Fire Inspector I certification.
· Must certify as an Instructor (IFSAC) within one year of appointment.
· Must obtain IFSAC Fire Inspector II Certification within 1 year.
· Must obtain and maintain ICC Fire Marshal Certification within 2 years.
· Within 1 year obtain AHA CPR Instructor certification.
KNOWLEDGE, SKILLS AND ABILITIES:
· Management experience is required.
· General understanding of budgets, and NM State procurement policy and procedure.
· Ability to perform physical tasks requiring strength and endurance.
· Ability to make sound and quick decisions in high stress situations.
· Ability to understand and follow oral and written instructions.
· Ability to present information clearly and concisely both orally and in writing.
· Ability to establish and maintain effective working relationships with associates, the public and with other employees.
· Ability to deal with the public in a pleasant and courteous manner.
· Ability to successfully complete inspection related courses deemed appropriate by the Fire Chief.
· Knowledge of methods and equipment used in structural fire fighting, rescue, first aid, and hazardous material emergency calls.
· Considerable knowledge of the occupational hazards and safety precautions related to the work, including Blood Borne Pathogens.
· Knowledge of minor mechanical repairs of vehicles and small equipment.
· Knowledge of life safety and fire prevention codes; federal, state, and city laws, rules, regulations, plans and programs for public protection during disaster; fire prevention equipment; fire department policies, procedures, rules, regulations, and documentation requirements; street and fire hydrant locations; and the physical layout of buildings in the City of Las Vegas.
· Knowledge in arson investigation techniques.
· Ability to use the following machine, tools and equipment: Power generators, mobile radio, power tools, heavy rescue tools, portable pumps, fire hose, hose nozzles, various sizes of ladders, smoke ejector, positive pressure fan, water vacuum, fire extinguisher, salvage covers, self contained breathing apparatus, sledge hammers, lawn mower, flood lights, vests, and structure firefighting clothing. Small tools such as: screw drivers, pliers, wrenches, extension cords, pike poles, axes, personal alert safety system, air compressors, vehicle washing machines, hydrant wrenches, shovels, squeegee, firefighting adapters, hydrant flow meter, water vac, backpack pump, ropes, handyman jack, stretcher, grease gun, two-way portable radio, telephone, paint brush, and saws.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is performed primarily both indoors and outdoors. Work required considerable flexibility due to different types of assignments. Working surface is on tiled floor, asphalt, concrete, and dirt. This area may be wet and icy at times. Ability to perform tasks requiring strength, and endurance in all types of weather conditions. Ability to work when exposed to heat, smoke, darkness, confined spaces, pain, suffering, and mental anguish under emergency conditions. Operates city vehicles to include emergency vehicles to and from site. Must have excellent corrected eyesight for quality control. Required to work beyond the normal day to complete assignments. Required to attend training class once a month. In the absence of the Chief, May be required to attend City Council Meetings, and other job related meetings when applicable to his/her job description.

While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk and hear. There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with the public, vendors and staff.
