His emergency medical career followed a similar progression, beginning as an EMT-Basic, advancing to EMT-Intermediate and ultimately becoming a Paramedic. Spann completed the University of New Mexico Paramedic Program in 2009 and has served as a paramedic for approximately 17 years.

Before assuming leadership of the Las Vegas Fire Department, Spann served as Fire Chief for the City of Moriarty, New Mexico, where his responsibilities included Fire, EMS and Emergency Operations. He later served the City of Las Vegas as Deputy Fire Chief and Fire Marshal before being appointed Interim Fire Chief in October 2021.

During his tenure with the City of Las Vegas, Spann created the City's Fire Safety Division, strengthening the department's approach to fire prevention, inspections, code compliance and life-safety enforcement.

Since becoming Fire Chief, Spann has focused on strengthening and modernizing the Las Vegas Fire Department. Under his leadership, the department has:

• Added numerous new positions and expanded staffing

• Maintained stronger employee retention

• Hired the department's first female firefighters

• Promoted the department's first female Engineer

• Upgraded firefighter protective gear and equipment

• Strengthened regulatory and operational compliance

• Advanced the replacement and modernization of engines, rescue units and other emergency apparatus

• Expanded firefighter training and professional development

• Increased specialized capabilities in swift-water rescue, rope rescue, search and rescue and technical rescue

• Strengthened preparedness for wildfire, post-fire flooding, difficult-terrain incidents and other complex emergencies

Spann's professional credentials include National Registry Paramedic, IFSAC Firefighter II, Fire Officer I, Fire Inspector I, NFPA Certified Fire Inspector I and OSHA 30 General Industry Safety and Health. His background also includes instructor credentials in Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), CPR/AED, first aid and bloodborne pathogens.

Having risen from volunteer firefighter to Fire Chief, Spann brings a firsthand understanding of the work and responsibility carried at every level of the fire service. His leadership is centered on professionalism, preparedness, firefighter development, accountability and service to the community.

Above all, his priority as Fire Chief is straightforward: provide the men and women of the Las Vegas Fire Department with the training, equipment, resources and support they need to protect the community, perform their jobs safely and return home after every call.
