
Job Description
SUMMARY:
Performs under the direct supervision of the Utility Director and/or the Water Operations Supervisor/Manager. This is a regular status position that provides administrative assistance to the Utilities Director and/or the Water Operations Supervisor/Manager in the operation, maintenance and expansion of the City’s Water System.
DUTIES AND RESPONSIBILITIES:
Frequently communicates in writing and verbally with customers, city personnel, outside agencies and/or other utilities for purposes of assistance, information gathering and departmental support.
Prepares, verifies and evaluates a wide variety of engineering drawings, charts, graphs and prints as required.
May prepare and review routine customer or project-related contracts; perform field inspections to insure compliance with routine material, equipment contract or design specifications.
Assists water operations personnel in establishing a system-maintenance program. Aids in establishing a readily assessable mapping system.
Coordinates and/or inspects utility relocation/construction within right of way on state and local road construction projects.
Assists filter plant supervisor in submitting reports.
Assists the water conservation specialist as a public relations liaison.
Assists the Water Operations Supervisor in the technical or construction area of expertise.
Performs other duties as assigned.
MINIMUM JOB QUALIFICATIONS:
Minimum of six (6) years experience in the Water Utility Field, plus some construction and supervisory experience.
Minimum of six (6) years in the engineering technical studies. (ICS courses) or training.
PREFERRED QUALFIICATIONS:
Four (4) years of drafting experience.
Four (4) years experience in engineering technician program, accounting and budgeting.
Strong background in utility engineering and construction design.
EMPLOYMENT REQUIREMENTS:
· Valid NM Class D Driver’s License, and must be insurable by the City’s insurance carrier.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to create maintenance program.
Ability to work well with others.
Knowledge of basic computer skills and office equipment.
Knowledge of mapping and symbology.
Knowledge of phases of the Water Operation.
Knowledge of all federal, state and local laws pertaining to the operations of the water system.
Knowledge of safety procedures relating to water division ability to implement them.

13. Working where there are sudden temperature changes is non-applicable of the job.
14. Working where there are sudden changes in air pressure or very high or low air pressure is non-applicable to the job.
15. Risk of getting a minor injury is occasional to the job.
16. Risk of being bitten by animals or insects is occasional to the job.
17. Exposure to infection is non-applicable to the job.
18. Exposure to silica or asbestos dust (cement or concrete powder) is an occasional risk of the job.
19. Exposure to other types of dust, other than ordinary surface or household dust in non-applicable to the job.
20. Exposure to environmental allergens is an occasional risk of the job.
21. Exposure to x-rays or radioactive isotopes is an occasional risk of the job.
22. Contact with oils or other petroleum products is an occasional risk of the job.
23. Exposure to solvents, degreasers, pesticides and/or herbicides is non-applicable to the job.
24. Exposure to gasses, fumes, sprays, etc. is an occasional risk of the job.
25. Meeting deadlines with severe time constraints is a frequent requirement of the job.
26. Interacting with the public, other workers, etc is a frequent requirement of the job.

Flexibility: Bending or twisting the neck/trunk, squatting/stooping/kneeling, reaching, repetitive motions is an occasional requirement of the job.
Activities: Climbing is occasional but essential of the job. Hand grip strength is an occasional requirement of the job. Driving is a frequent requirement of the job. Typing non-stop is non-applicable of the job.
Use of arms and hands: manual/finger dexterity is an occasional requirement of the job.
Lifting: Weight between 10-25 lbs and 26-59 lbs. is an occasional requirement of the job 33% of the time. Lifting weight between 51-90 lbs is non-applicable to the job.
Pushing/Pulling: Items that weigh between 25-75 lbs. is an occasional requirement of the job. Weight between above 76 lbs. is non-applicable to the job. Pushing/pulling items on wheels occurs sometimes.
Physical Abilities/Activities: physical activities and sensory perceptions that are essential to the job.
Vision: Seeing objects/persons, being able to tell differences among colors, having very good depth perception is a frequent requirement of the job. Seeing close work such as typed or handwritten material is a continuous requirement of the job.
Hearing: Hearing conversations in a quiet environment is a continuous requirement of the job. Hearing conversations in a noisy environment, ability to tell where a sound comes from is a frequent requirement of the job. Hearing differences among bells, buzzers, beeps, horns, etc. is an occasional requirement of the job.
Speak/Communication: Communicating through speech is a continuous requirement of the job.
Use of Protective Equipment: Personal Protective Equipment is a frequent and continuous requirement of the job.
