Steven C. Spann, born in Lubbock, Texas, has called New Mexico home for more than three decades and has been a resident of Las Vegas, New Mexico, since 2016. He currently serves as Fire Chief for the City of Las Vegas Fire Department, bringing decades of experience in fire service leadership, emergency medical services, emergency response, and public safety.
Appointed Interim Fire Chief in October 2021 and officially named Fire Chief in June 2022, Spann brings nearly three decades of fire service, emergency medical and public safety experience to the department.
Spann began his career as a volunteer firefighter and has worked his way through nearly every level of the fire service. His career has included service as:

His emergency medical career followed a similar progression, beginning as an EMT-Basic, advancing to EMT-Intermediate and ultimately becoming a Paramedic. Spann completed the University of New Mexico Paramedic Program in 2009 and has served as a paramedic for approximately 17 years.
Before assuming leadership of the Las Vegas Fire Department, Spann served as Fire Chief for the City of Moriarty, New Mexico, where his responsibilities included Fire, EMS and Emergency Operations. He later served the City of Las Vegas as Deputy Fire Chief and Fire Marshal before being appointed Interim Fire Chief in October 2021.
During his tenure with the City of Las Vegas, Spann created the City's Fire Safety Division, strengthening the department's approach to fire prevention, inspections, code compliance and life-safety enforcement.
Since becoming Fire Chief, Spann has focused on strengthening and modernizing the Las Vegas Fire Department. Under his leadership, the department has:

Several of Spann's professional credentials include National Registry Paramedic, IFSAC Firefighter II, Fire Officer I & II, NFPA Certified Fire Inspector I and OSHA 30 General Industry Safety and Health. His background also includes instructor credentials in Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), CPR/AED, first aid and bloodborne pathogens.
Having risen from volunteer firefighter to Fire Chief, Spann brings a firsthand understanding of the work and responsibility carried at every level of the fire service. His leadership is centered on professionalism, preparedness, firefighter development, accountability and service to the community.
Above all, his priority as Fire Chief is straightforward: provide the men and women of the Las Vegas Fire Department with the training, equipment, resources and support they need to protect the community, perform their jobs safely and return home after every call.
Andrew Duran, a lifelong resident of Las Vegas, New Mexico, serves as Deputy Fire Chief/Fire Marshal for the City of Las Vegas Fire Department, bringing decades of experience in firefighting, emergency medical services, fire prevention, code enforcement, training, and public safety.
Duran began his career with the City of Las Vegas Fire Department in 1991, initially serving as a volunteer firefighter for six months before becoming a full-time firefighter. During his tenure from 1991 to 2009, he advanced through the ranks, serving as Firefighter, Engineer, Assistant Fire Chief, and ultimately Fire Chief.
Following his service with the City, Duran joined Luna Community College, where he served as Life Safety Coordinator and Adjunct Fire Instructor for the Fire Science Program from 2009 to 2014. He also spent approximately three to four years with the New Mexico State Fire Marshal's Office in the Code Enforcement Bureau, gaining additional experience in fire prevention, inspections, and fire code enforcement.
From 2017 to 2026, Duran served as Fire Chief for San Miguel County, overseeing fire service operations and supporting emergency preparedness and response throughout the county. His responsibilities included coordinating with volunteer fire departments, strengthening firefighter training, and working with local and state agencies to improve emergency response capabilities.
He also served as a Wildland Fire Coordinator, assisting with resource coordination and wildfire response efforts. During his county tenure, Duran supported firefighter recruitment, professional development, and specialized training opportunities.
In March 2026, Duran returned to the City of Las Vegas Fire Department as Deputy Fire Chief/Fire Marshal, bringing his career back to the department where it began. In his current role, he assists with departmental operations, emergency response coordination, fire prevention, inspections, code enforcement, and supporting firefighters in protecting lives and property throughout the community.
Duran's professional qualifications include Firefighter I and II certifications, fire investigation, fire instruction, OSHA 30 General Industry Safety, CPR/AED, first aid, and bloodborne pathogens training. He is also an EMT-Basic, with approximately 13 years of emergency medical services experience, and holds the designation of New Mexico Certified Public Official.
Throughout his career, Duran has remained involved in firefighter education, emergency preparedness, fire prevention, and public safety. His experience at the municipal, county, and state levels provides a broad understanding of fire service operations and the public safety needs of the communities he serves.
Duran's return to the City of Las Vegas Fire Department represents a continuation of his longstanding commitment to his hometown. From beginning as a volunteer firefighter to serving in leadership positions throughout northeastern New Mexico, his career reflects decades of dedicated service to Las Vegas and San Miguel County.
John Sotres recently returned to the City of Las Vegas Fire Department as Fire Captain, bringing 11 years of experience in firefighting, emergency medical services, and public safety.
Sotres began his career with the Las Vegas Fire Department, serving as a Firefighter before advancing to Engineer. In 2020, he joined the Village of Los Lunas Fire Department as a Firefighter/Engineer, gaining additional experience in emergency response, apparatus operations, and firefighter training.
In 2026, Sotres returned to the City of Las Vegas Fire Department as Fire Captain. In his current role, he assists with daily operations, emergency response, crew supervision, and firefighter training while continuing his professional development.
Sotres holds Firefighter I and II certifications, along with qualifications in emergency vehicle operations, fire inspection, CPR/AED, and bloodborne pathogens safety. He is also an EMT-Basic and plans to pursue his EMT-Intermediate certification in spring 2027.
Throughout his career, Sotres has gained experience in fire suppression, emergency response, and operational leadership. His return to the department brings additional experience and training to the City of Las Vegas as he continues his commitment to protecting lives and property and serving the community.
