1/23/2026: New Year, New Term: City Council Begins 2026 with Key Appointments

The City Council held its first meeting of 2026 with an organizational session to establish leadership, confirm department directors, and set priorities for the new term.
City Manager Robert A. Anaya, Police Chief Caleb Marquez, and City Clerk Casandra Fresquez were reappointed and confirmed as officers to begin the new term, following Mayor David Romero’s guidance in accordance with the City Charter. All three were sworn in by the Honorable Municipal Judge Eddie Trujillo.
During the meeting, the Council approved the organizational chart. The chart, along with the City’s mission and vision statements, strategic priorities, and rules of procedure, will be reviewed further during an upcoming Governing Body Retreat with directors.
Department directors were also confirmed for the new term, including:
🔷️Steven Spann – Fire Chief
🔷️Lucas Marquez – Community Development / Parks and Recreation Director
🔷️David Marquez – Gas / Solid Waste Director
🔷️Morris Madrid – Finance Director
🔷️June Tafoya – Community Services Director
🔷️Arnold Lopez – Public Works Director
🔷️Travis Martinez – Water/Wastewater Director
Mayor Romero praised the leadership team, saying, “As we move forward and start this term with a new Governing Body, I concur with each one of these individuals being proposed by City Manager Anaya. We have a heck of a team.”
Councilors emphasized the importance of continuity, noting that maintaining consistency and avoiding staff turnover is key to the City’s success. The team was also commended for their dedication and for consistently approaching their work with heart and professionalism.
