Salas Mayor Liaison/PIO  505-426-5703 clvpio@lasvegasnm.gov Las Vegas City Council Votes to Partner with State of New Mexico to Expedite Water Treatment Facilities Las Vegas, NM — In a special meeting today, the Las Vegas City Council voted to enter into an Intergovernmental Agreement (IGA) with the State of New Mexico to fast-track the development of both temporary and permanent water treatment facilities for the city’s municipal water system. The agreement, which had been tabled during last week’s regular council meeting to allow time for further negotiations with state officials, is viewed by city leaders as a critical step toward addressing the aging and fire-damaged water infrastructure within the City of Las Vegas. Significantly impacted by the Hermits Peak/Calf Canyon Fire, the city’s water system has faced serious challenges in ensuring long-term access to clean, reliable water for residents. The IGA aims to streamline collaboration between the city and key state agencies, including the New Mexico Environment Department (NMED), the Department of Homeland Security and Emergency Management (DHSEM), and the Department of Finance and Administration (DFA). The agreement enables the construction of both temporary and permanent water treatment facilities and provides for technical expertise and staffing support from the state to accelerate progress. Discussions leading to the agreement began in late May during a town hall hosted by Governor Michelle Lujan Grisham. At the event, the governor reaffirmed her administration’s commitment to supporting Las Vegas in its recovery and acknowledged residents' concerns over delays in water system development. City leaders responded quickly by initiating formal talks with state agencies the following day, ultimately leading to today’s council vote. While the agreement was approved, it followed thoughtful discussion among council members about oversight, transparency, and public perception. Councilor Barbara Perea-Casey raised concerns about contract language and public communication. She acknowledged the city’s efforts to improve transparency but stressed the need for continued clarity and accountability. “I want people to understand that while I am here on this council, everything that I do is focused on what is best for the community, not for myself,” she said. Councilman Marvin Martinez emphasized the importance of Las Vegas maintaining its role as an equal and active partner. He urged that the IGA reflect a comprehensive approach, addressing not only the new treatment facility but also critical upgrades to the city’s water distribution and wastewater systems. “I want to reassure the public—the people of our community—that if we are going into this agreement, we are going to get a project that is complete and not pieced,” he stated. City Water Director Travis Martinez spoke to the complexity and long-term vision of the project. He underscored that the partnership with the state would help the city navigate permitting processes and ensure lasting results. “It does take time and this is a big undertaking. Me and my staff want something that lasts. We don’t want to jump into something. We want something that lasts for the next 30 to 40 years so the next generation comes in and they don’t have to worry about the situation that we are going through. In order to spend this money, we need to do it the right way and do it right the first time.” Councilman David Ulibarri reflected on the broader importance of the agreement, noting the city’s long-standing struggles with water infrastructure. “This is a very important document. The Hermits Peak fires ruined the facility, but now we have a document that will help us for many years. We have had water problems for as long as I have been around. Hopefully we can go the next 40 to 50 years without problems,” he said. Mayor David Romero further clarified the nature of the agreement, emphasizing its collaborative spirit while addressing concerns. “It is very clear in this MOU that this is not a takeover. This is an agreement for working together—a partnership with the State of New Mexico. The $98 million will still be in the city’s coffers. There will be a disbursement basis for any consultants or expertise the city brings. This is a joint partnership, not a takeover. A lot of work has been done, and I know moving forward it will remain a partnership.” Echoing that sentiment, City Manager Robert A. Anaya   added, “While the state may have the lead rope, the city still has its hands on the reins,” reinforcing the city's commitment to shared leadership throughout the project. In August 2024, City of Las Vegas was officially awarded $98 million out $140 million that was allocated to the City of Las Vegas by Congress intended to help the City of Las Vegas replace water treatment facilities. City officials said this agreement marks a major step in putting those funds to use—rebuilding essential infrastructure, restoring water quality, and strengthening the long-term sustainability of the municipal water system. Councilman Michael Montoya highlighted the significance of the agreement, noting its unprecedented nature. “This is monumental. I don’t think the state has ever made an agreement like this with any other municipality or town or community of this magnitude,” he said. The City of Las Vegas will continue to update the public on developments as this critical infrastructure project moves forward.

  • 7/31/2025: Get Ready for Big Sounds and Big Smiles at the San Miguel/Mora County Fair August 6–9

    Las Vegas, NM  – The San Miguel/Mora County Fair will take place August 6–9, 2025, at the San Miguel County Fairgrounds in Las Vegas, New Mexico (26 Rodeo Grounds Rd). The four-day, family-friendly event will feature livestock shows, youth competitions, indoor exhibits, games, vendors, food booths and trucks, and live country music. Indoor exhibits include baking, sewing, photography, art, jellies, and more—highlighting the creativity, skills and local goods of community members of all ages. The fair is organized by the San Miguel/Mora County Fair Association with support from local volunteers, 4-H leaders, sponsors, and community members who help with planning and running the event, along with support from both city and county governments. This year, the focus is on making the fair more accessible and enjoyable for everyone. Expanding the event provides more opportunities for youth to showcase their skills and offers affordable entertainment for families. It also brings visitors to Las Vegas, San Miguel and Mora, supporting local businesses. A new feature this year is the County Fair Music Fest, created to bring the community together and draw more people to the fair. Music is a great way to unite everyone, and the fest also serves to benefit youth programs and future fairs. The feature includes two nights of live outdoor country music concerts featuring local and national artists. All concerts are family-friendly, alcohol-free, and take place rain or shine.     Gary L. Ludi is the son of Ann Marie Archuleta and the grandson of Mr. and Mrs. William Ludi Sr. He has been married to his wife, Christine Ludi, for over 50 years. Together, they have two daughters, Kimberly Ludi and Rebecca Esquibel, along with a growing family that includes 12 grandchildren and 13 great-grandchildren. Gary currently serves as the Commander of the Veterans of Foreign Wars (VFW) Post 1547, a position he has held since 2007. He also serves as the District 5 Commander, overseeing posts in Mora, Raton, Clayton, and Cerro. Under his leadership, VFW Post 1547 earned All-State Team status in 2018–2019, and he was named District 5 Commander for 2022–2023 and National Aide-de-Camp   for 2023–2024. A passionate advocate for veterans and their families, Gary’s guiding philosophy is simple: Veterans are brothers and sisters. He is always ready to lend a helping hand, whether attending military rosaries and funerals or supporting community and military events. He has established strong relationships with both veteran and non-veteran organizations throughout the region and maintains open communication with local officials. He is currently spearheading a memorial project at Veterans Park to honor veterans from all battles.   • NEWS RELEASE: City of Las Vegas Announces Residential Bulk Amnesty Day Events in August

    LAS VEGAS, N.M. – The City of Las Vegas is pleased to announce the return of Residential Bulk Amnesty Day events throughout August, offering residents a free and convenient opportunity to dispose of large household items. The events will take place at the City Transfer Station, located at 35 Aragon Road, and are open to city residents who present a current city solid waste bill as proof of residency. The event will run from 9:00 a.m. to 12:00 p.m. on four Saturdays in August. Each day is designated for a specific city ward: ·        August 9 – Ward 1 with City Councilor David Ulibarri ·        August 16 – Ward 2 with City Councilor Michael Montoya ·        August 23 – Ward 3 with City Councilor Dr. Barbara Perea Casey ·        August 30 – Ward 4 with City Councilor Marvin Martinez Residents unsure of their ward are encouraged to call the City of Las Vegas Solid Waste Department at 505-454-3832 or City Hall at 505-454-1401, Ext 1006 for assistance. In addition to disposing of accepted bulk items, residents will have the opportunity to meet with their ward councilor and solid waste staff during their scheduled Saturday. This provides a chance to ask questions, share feedback, and stay informed about upcoming community efforts. Residents will be able to dispose of household trash, furniture, appliances, up to four passenger vehicle tires, mattresses, drywall, and yard waste (cut to no more than six feet) at no cost. This program is designed to help residents maintain clean and safe neighborhoods and supports ongoing city efforts to improve property maintenance and community standards. There are some important guidelines to follow: all loads must be tarped, and large items must be securely strapped down. Residents should also follow staff instructions and be mindful of traffic flow on Aragon Road, as people live on both ends of the street. This event is for residential use only; commercial loads will not be accepted. Certain items are not accepted, including cement, bricks, rocks, dirt, sand, paint, chemicals, hazardous materials, car batteries, electronic waste (such as computers), large commercial tires, and animal carcasses. Cleaning your yard and disposing of bulky items properly can improve safety, reduce allergens and pests, prevent overgrowth, protect against water damage, and increase property value. It also fosters a strong sense of pride in the Las Vegas community. "These events are being offered to help our residents maintain clean and safe neighborhoods," said David Marquez, City of Las Vegas Solid Waste Director. Known for his integrity, leadership, and compassion, Lieutenant Lopez leaves behind a legacy that will continue to shape the department and the community for years to come. Lieutenant Lopez served his entire law enforcement career with the Las Vegas Police Department. Over two decades, he fulfilled numerous key roles, including patrol officer, police sergeant, police lieutenant, K-9 handler, defensive tactics instructor, bike patrol officer, and organizer of both the LVPOA Toy Drive and the Law Enforcement Torch Run. On Wednesday, July 9, Lieutenant Lopez was honored at a City Council meeting by the mayor and city council for his outstanding service and commitment to the community, with his family proudly in attendance. During the ceremony, City Councilor Barbara Perea Casey became tearful as she recounted a profound experience. Shortly after becoming a city councilor, she went on a ride-along with Lieutenant Lopez and responded with him to an attempted suicide by a student at a local school. She expressed her admiration, saying that Lieutenant Lopez was the only person the student allowed to approach, which ultimately helped the student receive the care she desperately needed. She said, “Lieutenant Lopez has a special connection with people that I was honored to witness. I don’t think I’ll ever forget that day. I truly believe he saved a life. He was so amazing with everyone. I thank him for his wonderful service and I am sad that he is leaving.” Lieutenant Lopez reflected on his retirement by saying, “This is bittersweet. Las Vegas has been my home, and I’ve raised my kids here. It’s been fun, but there comes a time when you realize it’s time to do something different. My son is going to be a senior, and my daughter a junior—I want to be there for them. I can’t thank the city enough for all they’ve done for me.” Public service runs deep in the Lopez family. His son was sworn in as a police officer earlier this year, proudly following in his father’s footsteps, and his sister also works at the department, further deepening the family’s commitment to the community. Mayor David Romero acknowledged Lopez’s deep roots and commitment, stating, “Thank you for all you committed to the city. There were plenty of opportunities to leave this community and work for another department, and you stuck around. I think that says a lot about you as a person—that you care, and your heart is within the community.” Lieutenant Michael Lopez’s legacy of leadership, integrity, and service will continue to inspire officers across the department. His contributions over the past two decades have helped shape the LVPD into the organization it is today.   • NEWS RELEASE: Vehicular Homicide Charges Filed Following Fatal Racing Crash in Las Vegas, NM

    Las Vegas, NM —The Las Vegas City Police Department, in collaboration with the Fourth Judicial District Attorney’s Office, announces that criminal charges have been filed in connection with the tragic motor vehicle crash on June 10, 2025, which resulted in the deaths of Orlando Romero and Marquez Espinoza. On August 4, 2025, criminal complaints were filed against three individuals: Esiquel Lopez, 18; Ethan-Ray Alarcon, 18; and Kaden Martinez, 19. Each is charged with two counts of vehicular homicide, contributing to the delinquency of a minor, reckless driving, and racing on highways. Lopez and Martinez have been taken into custody and are currently awaiting arraignment. An arrest warrant has been issued for Alarcon, who remains at large. The incident occurred at approximately 11:45 p.m. on June 10, 2025, when multiple vehicles were allegedly engaged in illegal racing from Garcia’s Tires to Walmart. The fatal collision took place at the intersection of Grand Avenue and 7th Street. All individuals charged are presumed innocent until proven guilty in a court of law. “These charges reflect the seriousness with which we treat illegal racing and reckless driving,” said Las Vegas Police Chief Caleb Marquez. “The loss of two young lives is a tragedy for our entire community. Our thoughts and prayers remain with the families affected. We will continue to enforce traffic laws and conduct targeted enforcement operations to prevent future incidents.”

  • LVPD NEWS RELEASE: Gilbert Anthony Romero Sentenced to 15 Years in Prison for Drug Trafficking

    Las Vegas, NM — Gilbert Anthony “Gordo” Romero, age 40, has been sentenced to 15 years in the New Mexico Department of Corrections after pleading guilty to multiple counts of trafficking a controlled substance in two separate criminal cases, according to Fourth Judicial District Attorney Thomas Clayton. On August 13, 2025, Romero pled guilty to three counts of trafficking a controlled substance with intent to distribute, involving both fentanyl and cocaine. The charges stemmed from two incidents that occurred on December 14, 2022, and August 27, 2024. The plea agreements were accepted by District Judge Michael Aragon. The first incident occurred on December 14, 2022, when the Las Vegas Police Department (LVPD), New Mexico Security Threat Intelligence Unit (STIU) Fugitive Task Force and U.S. Marshals made contact with Romero at a residence on the 600 block of Harlan Drive in Las Vegas, New Mexico. At the time, Romero was a fugitive from Adult Probation and Parole. A court-authorized search warrant was executed, resulting in the seizure of 341 fentanyl pills, methamphetamine, crack cocaine, a digital scale, and $18,534 in U.S. currency. While released on conditions from that case, Romero failed to appear in court. An arrest warrant was issued, and on August 27, 2024, law enforcement located him at a residence on the 2700 block of 7th Street in Las Vegas. A second search warrant was executed, leading to the seizure of over 900 fentanyl pills, crack cocaine, suboxone, and a .22 caliber handgun. All substances were submitted to the New Mexico Crime Lab and confirmed to be illegal narcotics. As part of his sentencing, Romero forfeited $18,534 to the State of New Mexico. While in custody at the Colfax County Detention Center, he picked up two additional criminal cases, which are currently being prosecuted by the Eighth Judicial District Attorney’s Office. Las Vegas Police Chief Caleb Marquez praised the coordinated effort, stating, “This is a good example of our agencies working together to address drug trafficking in our community. Mr. Romero had a large quantity of fentanyl and over $18,000 in U.S. currency. We worked well with Adult Probation and Parole, the U.S. Marshals, and the District Attorney’s Office.” District Attorney Thomas Clayton added, “Mr. Romero pled guilty to trafficking fentanyl and cocaine within our community. Illegal narcotics have adversely impacted our neighborhoods. To those who choose to sell this poison to others — our message is clear: we will work together with all our partners, use the resources we have, and hold these individuals accountable.” The cases were prosecuted by District Attorney Thomas Clayton. Romero was represented by attorneys David Silva and Ben Mondragon. The first case was investigated by the Las Vegas Police Department (LVPD), New Mexico State Adult Probation and Parole, NM STIU Fugitive Task Force,  the U.S. Marshals Office, and the Fourth Judicial District Attorney’s Office, with LVPD Investigator Diego Romero serving as the primary case agent. The second case was investigated by the Fourth Judicial District Attorney’s Office and the San Miguel County Sheriff’s Office, with DA Lead Investigator Anthony Madrid as the primary case agent.   • LVPD NEWS RELEASE: San Miguel County Jury Returns Guilty Verdict in Stolen Vehicle Case

    Las Vegas, NM – A San Miguel County jury returned a guilty verdict on Tuesday against Jason Martinez, 43, in a case involving possession of a stolen vehicle. The trial was presided over by Judge Abigail Aragon. The case began with a report of a stolen silver 1997 Honda Civic from Santa Fe, New Mexico. On August 27, 2024, the Las Vegas Police Department (LVPD) was alerted by its automated license plate recognition system, which monitors select public roadways throughout the city. Officers located the vehicle at the Allsup’s convenience store on Hot Springs Boulevard, where they made contact with the driver, identified as Jason Martinez. Martinez claimed he had borrowed the vehicle. At trial, the jury heard testimony from the vehicle’s owner and LVPD Officer Christian Garcia, the lead investigator. Martinez also testified in his own defense. After deliberations, the jury returned a guilty verdict for possession of a stolen vehicle. District Attorney Thomas Clayton praised the efforts of law enforcement, stating, “This is a great example of law enforcement’s use of technology in their efforts to make our community safer. Good job to Officer Garcia and the Las Vegas Police Department.” Las Vegas Police Chief Caleb Marquez added, “This case is proof that technological advances are not only helpful but critical tools in assisting our officers to control crime. These systems increase efficiency and give our officers greater mobility to address a wide range of issues simultaneously.” Martinez was represented by defense attorney David Silva. The State was represented by Deputy District Attorney David James. The case was investigated by the Las Vegas City Police Department, with Officer Christian Garcia serving as the lead case agent.

    The City of Las Vegas Public Works contractor, GM Emulsions, LLC, will begin a curb and gutter replacement project on a small section of 7th Street, located between Douglas Avenue and Lincoln Avenue. The construction work will be primarily concentrated on the west side of the road. This project is scheduled to take place Monday through Friday, beginning Tuesday, August 19, and continuing through Friday, August 29, 2025. Daily work hours will be from 7:00 a.m. to 5:00 p.m., weather permitting. Although full road closures are not anticipated, drivers should expect detours, traffic control measures, and construction signage in the area. For the safety of both workers and motorists, drivers are urged to reduce their speed, follow posted signs, and proceed with caution throughout the construction zone.
